Country Market and Customs Barriers Reports:
The express delivery companies that are members of the Global Express Association strongly support efforts by the WTO to agree on standard trade facilitation measures that will improve national, regional, and global trade development. In the hope that we can contribute to better informed discussion among WTO members, we have participated with others in an attempt to compile a report on market access and customs impediments of which we are aware.
The report is intended to serve several purposes:

to call to the attention of governments, and particularly trade officials, those aspects of their national laws and policies that make it difficult for express delivery companies and other transport companies to serve their markets efficiently, and therefore directly affect the abilities of their business communities to compete effectively in global markets;
-
to create an inventory of specific needs for capacity building in each country, particularly with respect to customs capabilities, for the purpose of assisting organizations such as the World Bank and the World Customs Organization to determine the total amount of assistance needed and to set priorities for assistance; and
-
to provide potential investors with critical information about (i) the accessibility of individual countries to express delivery services, (ii) the legal and administrative environment bearing on trade efficiency, and (iii) the ability - or inability - of express carriers and other transport providers to support investments with efficient movement of materials, finished goods, replacement parts, and critical documents.
We acknowledge that collection of the information needed to compile this report has been difficult, and we therefore intend to update and correct it as better information becomes available.
